Is this a mixed libc5/libc6 system? The two libraries have their ideas
of the correct time zone set independently. If that's the case, then the
library to which C-Kermit is linked is set to GMT or is not set to any time
zone.
(For your _primary_ library, /etc/localtime should correspond to the
appropriate file in /usr/{lib,share}/zoneinfo/. On my mixed system,
/usr/i486-linuxglibc/etc/localtime corresponds to the appropriate file
below /usr/i486-linuxglibc/share/zoneinfo/.)
